Certain attacks send you into "Hit recovery", such as leap. You can also get put into hit recovery when you take more than 1/12 your total hp worth of damage, and any time you have the swirly thing above your head (like when monsters are stunned) and take damage.

That little animation you see of your character getting hit? That's their hit recovery animation. FHR just makes that take less time, so you can react faster.

ahaaaa thank you for all help! =)FHR tables (http://strategy.diabloii.net/news.php?id=551#General%20Breakpoints). In the diablo world, there are 25 frames in a second. A sorceress has a 15 frame hit recovery animation normally. If you can get her up to 86% FHR, then she'll only spend 7 frames in hit recovery. It's only ~1/3 of a second difference, but it's an eternity of diablo time when frenzytaurs are attacking you.
