blue items just refer to the color of the item - If you're not using any 3rd party programs, or you're not colorblind, Blue items are simply magical items.

Magical - Blue
Set - Green
Unique - Gold (darker hue than rare)
Rare - Yellow
Ethereal/Socketed - Grey
Normal - White
Crafted - Orange
