Why can I not make the cow level?

this had happened to me twice with two different characters. What happens is i kill baal on hell and get the quest (this char was grushed so maybe that had something to do with it) and then i get the leg from hell and try to make and it says i cant even if i join a new game and make sure to get the leg from hell. Can anyone help me as to what is happening of it its a bug blizz didnt fix? im not new ive been playing d2 since it came out and this never happened until recently.

maybe u killed king in an earlier game

if you were partied and someone from party kills king you and everyone in the party cant make cows anymore,
suggestion, have a person designated to kill king unparty before they do, after king is dead, they may party again

As long as you have not finished Hell, your Hell Cow King quest is not open/available. At that time you can kill the king as many times as you want, or be in many parties with first time killers, after you finish Hell you should be able to open in the first game directly after, unless, by some bizarre twist of fate, you are partied with somebody who kills the cow king right after you kill the finall boss. Though at that time you haven't received your title, so I don't think that could matter either.
Perhaps LoD works slightly different then classic when it comes to the cow level though. You'll have to ask the magic chat gem for advise.

So basically wot your saying is that if i have killed King anywere from level 1 to level 99 in norm, night, when i complete hell i will not be able to open cows. this right.

what he meant was as long you havent compeleted a particular Difficulty, no matter how many times u kill the cow king of that particular Diffculty, you will still be able to open cow level after you have finish that Difficulty. If you kill the king after you completed that Diffculty, then you cannot create anymore.

So let say you have completed till act 5 but have not done baal yet. So you are still a Champion Character. you cannot make cow level in Hell Yet. You can only join cow games. and you happen to kill the king. you wont be penalised and ban from making cow level. However if u killed the king after you have completed in hell (earning Matriach title) then you will be ban from making cow level.
