i'm trying to find a mod that would allow me to uber-trist in single player. is there such a mod out there? or mods that allow ladder-only rws to be used in SP?

2) Yes, there is a mod for Uber-Tristam in Single Player - it's called PlugY. However, the monsters you fight DO NOT have the same A.I. as those on B.Net. So technically, the answer is no - you won't be fighting the same Uber D/B/M as those on Battle.net. Also, by using PlugY, you are no longer allowed to trade or MP with most of the population.

3) Yes, Runeword Mod is existing - go check the main forum.
