I'm trying to get a tcp/ip game goin with a friend, but neither of us can connect to each other. Searching around online it seems i need to just open a few ports, but the thing is i have no firewall and windows firewall is off. I had him do the same. Any suggestions?
The Single Player Forum would probably be a better fit for this question, as this is the common mode of Multiplay with those types of characters. Hope you find what you need!

TCP connection over a LAN? Your local IP 192.xxx.xxx.x as specified by your router should work. (IE my lappy is .11, my desktop .08 and my friends .05) If not over a LAN I think you need the whatismyip.org address.

It's not over a lan, and neither of us use a router, thanks alot tho guys, ill take this to the singleplayer forum

One of you has to act as a server. Let's assume that's you. Your friend needs your internet IP address, so he can connect to you. There are a couple of web sites which show your IP address in the internet when connecting to it. I just can't remember one :rolleyes:
I strongly suggest to switch on your firewall, else everybody can connect to your game server and wreak havoc, e.g. by exploiting bugs in the game and installing malicious software. For that purpose, you need the IP address of your friend as well and set up the firewall accordingly, so he is allowed to connect to your computer.
If you or your friend have a dynamic IP address, you have to do this each time you meet for gaming.
