What is the char lvl required to craft a +2 skills Amulet.

ilvl of resulting crafted amulet has to be 90 to be able to get the +2 skills suffixes.
ilvl=int(clvl/2)+int(ailvl/2) where ailvl is ilvl of blue amulet used in the cube.
With an amulet from Baal you need
90=int(clvl/2)+49 ... clvl: 41*2=82
But more often you will gamble the amulets for crafting. If you want all crafted amulets being able to spawn with +2skill and you craft and gamble with the same character, you need clvl 93 character.
(With clvl93 the lowest ilvl of gambled amulet is 88)

If your character is L90-92, you can gamble for amulets until you have a magical one with +2 to skills which is a guarantee that its ilvl is at least 90. If you craft it with the same character, it has a chance to get +2 to skills. From L93 on you can use any gambled, magical amulet, as Hrus said.
