no that's not true, it depends on what type of weapon you are using, aka the base speed of the weapon

Im using a zerker. Im trying to fiure out if 40/15 my equip is pointless or not.

those breakpoints look suspiciusly too much like the FCR breakpoints to me (their the same ones, so probably not true)

on this site, you can (you wouldnt guess it) calculate your weapon speed (based on class/weapon/skills/aura's/ias)

Yes, as stated in the Conc Guide in the guide sticky, the breakpoints for concentrate when using a berserker axe are 75% for 10 frames, 125% for 9.
