max block and HS problem with paladins

So once you have over level 20 holyshield, you'll be guranteed to have 75% max block while wearing a royal shield?

Assuming I go base strength and base dex, all vita...

Would level 20 holyshield take me to max block while wearing a royal shield and still go base dex?


If I am assuming stuff wrong, please tell me, I don't like untrue informations, thank you for helping me out here.

Blocking = Shield Blocking * (Dex - 15) / (2 * Char level).
Royal shield has 55% blocking, lvl20 HS adds 35% to blocking, so the Shield Blocking in above formula will be 90%. Pally has base dex at 20. Assume you're at lvl85, your actual blocking using above formula will be 2%:)
To get 75% blocking at lvl85, you'll need 157 Dex.
