Another Baal Gc thread

Hiya guys,

When rerolling a baal gc, does only the charm ilvl count or does the character lvl influence the outcome aswell?

I only depends on the ilvl of the charm. My L1 gem mule already rolled up a few +45 life GCs, although not in combination with anything useful...
