How Useful Is Damage Reduce?

I've been considering various equipment for my tesladin, and the question of PDR keeps coming up. It would greatly help me if someone could explain the mechanics of damage reduce; how exactly does it work, how much damage will it knock off?

are you talking about dmg reduced % or dmg reduce (insert number)? PvP or PvM?

PDR like the 30% from shaftstop *takes off* 30% of the damage that you would normally take without the armor. So depending on how hard you're hit, it'd be quite useful.

PDR like.... "Damage reduced by XX", and NOT a certain percentage, the damage that you would normally recieve would just be lessened by XX.
