To answer your question in the face of Tstorm alone:

lvl20 tstorm and lvl1 lm
Duration: 184 seconds
Lightning Damage: 292-441

lvl1 tstorm and lvl20 lm
Duration: 32 seconds
10: Lightning Damage: 3-378

lvl10 tstorm and lvl10 lm
Duration: 104 seconds
10: Lightning Damage: 234-490

So, unless you got an insane amount of +skills to beef up your lvl1 lm, I'd go for a middle way, not 50/50, if you run the numbers a few times (with the exact +skills) you might notice lvl14 tstorm and lvl8 lm (more or less) give the highest damage.
