I have a 118 damage magical one, so you can get a pretty nice damage with magical ones. Let's calc :
Base damage of a Battle Hammer is 35 to 58.
I think the max you can get is that times two +20 to max, so 70-136
This would probably be called a Kings Battle Hammer of Slaughter if it also has AR. Or a Merciless Battle Hammer of Slaughter if it is without AR.

I kinda forgot to reply to his original question, mainly because I don't exactly know.
If I was looking to shop that, I would look for them in act 4 Hell, but they might appear earlier in the shops.
Charlevelwise, I might try with the highest level I have to be able to see more exceptional weapons(Not sure if that influences it though).
