ok for a ww sin i know that i have 86 fhr bp to reach..by this does it mean i have to get 86 on the dot or can i got over and say get 90fhr and still be good

You can go over. A breakpoint is the point where your hit recovery (or other characteristic) breaks through and speeds up a frame.
