And why can't it?

Fury is the most popular skill for a wolf...for either pvm or pvp build.Why do you think you see most wolf players with fury or fury/rabies? Maybe you should post a poll to find out for yourself what all the wolf players would use.

What about fire claw?

Far slower than fury, and more limited due to the fact that there are more fire immunes than physical immunes. Also, physical immunes can be beaten by putting for example reapers toll on a merc. (at least some phys immunes.)

And fire can be resisted and absorbed in pvp to the point that it does no damage.
