Is this any good? And what should I put in it?

Howdy all. I was on my way to kill hell mephisto for the first time the other day, and one of the council members dropped this:

Now, I know it's good enough for me to use, but I'm wondering if this would be considered good by serious players.
And since I am going to use it, what should go in the sockets? (my runes only go up to fal)

Shaels look like a good candidate.
It's a decent hat, but it doesn't rival the top helms.

Normally I'd use the Shael for some IAS, but I'm using an assassin with blade fury, so attack speed is irrelevent for her.
I was just looking at the stats for the runes I don't have yet, and I like the look of 2 Ums giving me +47 to all resists total. Is that realistic, or will I be looking for the Ums forever?

Personally, I wouldn't waste two Um runes in this helm.

Oops.
Ok, that would actually be fairly useful. So Ums are too rare to be throwing around like that? This is the furthest I've gone in the game yet, and I don't really know what runes are going to be rare even when I'm finished.

Um runes are pretty rare. You certainly won't find so many of them to warrant using 2 of them in a mediocre circlet.
Shaels on the other hand, are relatively common.
