Does deadly strike always hit?

I'm sure this is a dumb question, but does deadly strike always hit? For example, if i get 95% deadly strike (barb with mastery, grief, highlords, gores) will he hit his targets 95% of the time regardless of attack rating? Or will he hit the percentage of times according to his ar with 95% of times he hits being deadly strike?

The latter, xx% of your hits will have their damage doubled by deadly strike.
