i read somewhere that blood ravens charge has a lvl 30 exploding arrow mod on it. is this true?

what bow or xbow has the highest exploding arrow mod on it?

It's not true. Bloodraven's Charge has level 13 explosive arrows, which is also the highest.

Yes, it was. Note that from the 1.10 version and above it now only fires lvl 3 exploding arrows though.

yes, raven claw (unique long bow) from 1.09 fires lvl 30 explosive arrows. I guess harley98 got confused because of similar names.

No, it should have still had the lvl 15 requirement. I know what you're talking about though, on how the uniques originally didn't have any level req, but I think that was changed before patch 1.09.

Edit: Infact, I think it might have been changed before, or with the release of the expansion (ie, 1.07).
