Hi I was wondering if 11% all resistance charms can have 2nd mods? Also for PvP my barb hits the 86% FHR frame should I try and hit the next frame through charms or would those mods be better if they were health?

Damage/Ar/Life smalls are what you need. Hit Recovery isn't hugely important, since whirlwind can't be interrupted in-progress.
