for a sorc, does dex add to block rate? is that only if you have a shield? does it add to anything else??

Dexterity adds to chance to block. Only with a shield, yes. Also adds to defense, and damage if using ranged weapons (bows, javelins).

Edit: and attack rating, ofc.

Dex adds to attack rating, defense, and block rate. The defense is minimal, the block rate requires a shield (2 points per level to maintain shield's block %), and the attack rating is only useful if you're going to phsically attack something.

EDIT: pwned. and damage for ranged weapons. Also for requirements to use certain weapons (say wizardspike)

Dex does not add to the block rate, but to the block chance.

Block rate = duration of a block. Affected by faster block rate (FBR) from equipment and a few skills.
Block chance = chance to block. Affected by character class, level, equipment, a few skills and dex.
