Do fcr items affect Lightning fury and charged strike?

Oh also, how should stat points be distributed for a lightning javazon?

dex enough for items? (Or max block?)
vit the rest
base energy

You're throwing javelins, so fcr affects only casting speed of spells, like tele, valk, slow missles and such.

Agreed.
Depends also on a shield you're planning to wear. If spirit or phoenix, you can forget aboout max block right a way. You can consider it with SS or Sanctuary, but as it was already told, it's not necessary.
