Who is the first vendor/difficulty where you can buy these babies? :)

Actually, prefixes are based on the item ilvl and vendors sell based on your char's level. The +3 prefix is lvl 60 and vendor items are +4/-5 of your level so its possible once your char is lvl 56 and you are guaranteed a high enough ilvl from 65 on. Once your char is lvl 56, its possible to by these from Normal charsi.

I shop at Hell Anya since her inventory is easily resetted by simply going into the portal to Pindle.

I shopped NM Fara for an hour or so and only found a pure +3 java gloves. She usually has a lot of gloves.
