Crushing Blow Question. Help me out.

According to what I've read, Crushing Blow is a chance to reduce an opponent's life X% per attack. My question is, If your opponent is physical immune does CB% still affect that opponent, in PvM?

If someone could explain the effects of CB% to me I'd appreciate it, and if physical damage affects the amount of life you reduce is greater with higer damage.

The crushing blow damage is independent of your actual physical damage. Crushing blow cannot damage a physical immune monster. It's like a physical version of Static Field. The damage crushing blow inflicts depends on what kind of monster you're hitting and what type of weapon you're using:
Normal Monster hit with a melee weapon: 1/4
Normal Monster hit with a ranged weapon: 1/8
Boss/Champion Monster hit with a melee weapon: 1/8
Boss/Champion Monster hit with a ranged weapon: 1/16
Player/Hireling hit with a melee weapon: 1/10
Player/Hireling hit with a melee weapon: 1/20

I have to add that cb will chop off an amount of the remaining life of the player/monster. The more life your opponent has,the more effective cb is. In games with many players cb is less effective roughly because hit points of monsters increase but cb output doesn't follow suit.

My friend was thinking of a Stun Barb using Maxed CB%. I told him I would ask no forums, according to what I remember he was gonna use.

Last Wish Phase Blade 60% CB
Duress AP 15% CB
Crafted Blood Gloves 10% CB
Gorerider 15% CB
Verdungo's
'Ber' Arreat's
'Cham' SS
Angelic Combo

Would this be Viable for say Ubers this was what he was thinking of using it for, lemme know if it would work, as well for PvP.

I was also wondering considering there isn't any damage added to skill, what damage would be like.

It would work for Ubers, although I think a Frenzy barb with BeastZ+DeathZ is far superior.
As for PvP, don't even think of taking a Bash barb with a Last Wish there.
