Frozen Orb damage

How does FO damage get calculated? I have a level 21 FO that says it does in the neighborhood of 300 damage. (I forget the actual figure.) I'm making a MeteOrb, and at this point I have a L13 Meteor too, which says it does in the neighborhood of 500 damage. (Same excuse, sorry.) The reality is that FO simply owns everything, mows 'em down like a balling ball. Meteor? It hits with a bang, the monsters stand around in it looking bored, and when the flames evaporate I need to launch a couple of Orbs to actually kill anything. So, it is apparent that FO does significantly more damage than Meteor, though it shows as less. How is its damage calculated, really?

keep in mind that each lil ice bolt from orb is doing 300 damage

300 damage per shard. In one cast, a monster will likely get hit by at least 3 shards. If the orb passes through or explodes on a monster, then many shards hit almost simultaneously (no next delay on this one I think).
