question about fo/meteor sorc

i'm back to diablo after 2 years ... i have no wealth on the ladder and i was recomeneded to have a mf char and this is the sorceres

i was thinkink 20fo 20 cold mastery 20meteor 20 fire mastery 1 warmth the peresq. and the rest of the points i figure i synergyze them to meteor or fo

1.less fire mastery more fireball is better ?
2.the rest of the points synergized in fo or meteor ?

is this built any good considering i have no items ?

1 CM and 20 fireball is a lot more effective, provided you have minimal +skills (spirit sword, lore helm, gambled ammy, any +1 armor, etc, for about +6 all skills). This is because FB is a good spamming spell, and you don't need many points into CM for FO to be effective.

The general build is something like
20 FO
20 meteor
20 fireball
20 mastery (or shave off a few points into firebolt)
1 teleport, static, warmth.
