Is there a cap at slowing in PvP ? Is there a penalty too :scratch: ?

As far as I know, a player cannot be slowed by more than 25% of their base walking speed. In other words, the slowest you can reduce a player to is 1 yard/s.

Also, I believe that the clay golem's slow amount is capped at 50% when applied to another player. "Chill" from cold based attacks might be in the same boat as well.

Sorry I can't add more light on this, as the whole "slow" mechanics is something I've never really delved into. Someone like RTB will probably be around soon to provide more information.

Itembased slow% is capped to 50%, the Clay Golem also uses this property. It lasts about 30 seconds and is updated whenever a hit with a different percentage connects, so slow% from you and your gumby doesn't stack.

Chill is -50% effective IAS/FRW for players and minions, revives use the values of the monster that was revived, which is often less.

Holy Freeze and Decrepify use the same -x% effective IAS/FRW, and stack.

The minimum to which an attack may be slowed is 15% of the original speed, and 25% of the original walk speed as mentioned by Orphan. AFAIK you can just add it all up and don't have to use multiplication.
