what the hell is break point?
theres is fhr break point, ias break point, fcr break point... so what is break point? some people try to reach 125fcr breakpoint for their boner what does that mean>< man i need help
A breakpoint is the amount of IAS/FHR/FCR/etc that is required to reach the next IAS/FHR/FCR/ect speed. It'd be easier to explain with an example:
Start by checking out http://strategy.diabloii.net/news.php?id=551. If you scroll down just a little bit, there's a bunch of tables. These tables tell you the breakpoints needed to reach certain frames. The game calculates pretty much every action you do in "frames". For comparison to real-time, there's 25 frames to a second.
We'll use the FCR (Faster Cast Rate) table in the link above. You'll notice that with 0% FCR, an Amazon will cast spells at 19 frames. In other words, it will take the Amazon 19 frames to cast a spell (slightly under a second). A Barbarian/Sorceress though will only take 13 frames with 0% FCR.
If the Amazon were to get 7% FCR from her gear somehow, she would then take 18 frames to cast a spell. This is a breakpoint. It's important to make sure you reach a breakpoint, otherwise the extra FCR would be useless. By this I mean that if the Amazon were to have 5% FCR, she would still take 19 Frames to cast a spell. The Amazon's second breakpoint is 14% FCR, in which case she would take 17 frames to cast a spell.
This eventually continues down until the Amazon gets 152% FCR, at which point she would take 11 Frames to cast a spell. As I've said before, it's important to note that if the Amazon were to have 150% FCR, it would be no different than for her to have 99% FCR, since in both cases she would cast spells at 12 Frames.

This might not be all right.
The actions (hit recovery, blocking, casting, attacks) take a certain number of frames to be completed. By reaching the breakpoints, you reduce the number of frames it takes; therefore the action is completed faster. Only when you reach the various breakpoints will having fhr/fcr/ias have an effect.
edit: grrrr, beaten to the punch, and with a better explanation.

A breakpoint is simply a point you must reach in order to reach the next higher frame in doing something. Let's say the breakpoint for teleporting is 20% FCR (making up numbers here). In this case, any less than 20% FCR will not meet the breakpoint, and therefore will not result in you casting any faster. Once you reach or surpass 20% FCR however, your casting rate will improve.
Now let's say the next breakpoint is 65% FCR. If you only get up to 64% FCR, you fail to meet the breakpoint and don't cast any faster than you did when you had only 20%. Once you meet or surpass the 65% FCR breakpoint, then you'll start casting faster.
This is basically how breakpoints for IAS, FHR, etc. work.
Edit-I type too slow.

so if i wantd 125fcr and reaches like 134 i still met the break point right?

so if i wantd 125fcr and reaches like 134 i still met the break point right? If the breakpoint is 125 FCR and you have 134 FCR, then yes, you've met the breakpoint and will cast faster than if you had less than 125 FCR.

You somewhat understand it...basicly it calculate your cast rate and discards any increase that is NOT a whole number.Using Orphan's example,18-5%=17.1 not quite making the full one frame increase, where as 18-7%=16.74 makes the full one frame incrase.
