Is it possible to get cruel and quickness affixes, together with two sockets, on rare weapon in v1.09?

Assuming my 1.09 data files are correct (it's been awhile), no. The Cruel prefix cannot spawn on a rare item. The quickness suffix can though.

Yes, v1.10 and v1.11 can (but <= v1.09 cannot):

-yes, you can have 2 socket rares via the Mechanic's prefix
-yes, v1.09 and before that you cannot spawn a "Cruel" prefix on a rare on realm play
