When I look at the Arreat Summit, I can read :
pestilent
+175 poison damage over 6 seconds
small charms(88)
anthrax
+50 poison damage over 6 seconds
small charms(44)
These are the maximum amount of poison damage you can get on SCs.
So how come you could find 290's poison SC  ?
The thing to remember is how the game handles an item with two different poison sources on it, for example a Pestilent Small Charm of Anthrax.
This is not going to be short, but I'm confident you're up to it
Firstly, it's important to note that this procedure is only done if the poison sources are on the same item. If the poison sources are on different items (ie, ones on a weapon and ones on a charm) then they are added up in a different manner.
Alrighty, we first need to start off by calculating the bite damage of each source. This is done by first knocking the poison damage sources down to 1 seconds worth of damage, and then multiplying them by 10.24. Additionally, we convert the duration to frames by multiplying it by 25. For example, if we have a Pestilent Small Charm of Anthrax, the bite damage for both affixes would be:
Pestilent:
Bite Damage
175 poison damage over 6 seconds
29.1666 poison damage over 1 second (175/6)
298.6666 bite damage over 1 second (29.1666 * 10.24)
Round up to 299 bite damage
Frames
Duration = 6 seconds
Total Frames = 6 * 25 = 150 frames
Antrax
Bite Damage
50 poison damage over 6 seconds
8.3333 poison damage over 1 second (50/6)
85.3333 bite damage over 1 second (8.3333 * 10.24)
Round up to 86 bite damage
Frames
Duration = 6 seconds
Total Frames = 6 * 25 = 150 frames
With that out of the way, to calculate the total bite damage and duration you add both of them together. So the total bite damage of a Pestilent Small Charm of Antrax would be 299 + 86 (385) and the total duration would 150 + 150 (300). This means that a Pestilent Small Charm of Anthrax does 385 bite damage over 300 frames.
Alrighty, now we just need to convert it back to damage per second. In order to accomplish this, we first need to convert the bite damage. We do this by dividing it by 256 and then multiplying it by the total frames. Additionally, to convert the frames back to seconds we just need to divide it by 25. For example:
385 bite damage over 300 frames
(385/256)*300 = 451 poison damage
300/25 = 12 seconds
So a Pestilent Small Charm of Antrax would do 451 poison damage over 12 seconds.
Edit: This was my understanding of how things work. I do not believe it has changed with any recent patch though.

With other words:
Since 1.10: If a charm has a poison prefix and suffix, the sum of damage per second is dealt over the sum of durations.
1.09 and before: If a charm has a poison prefix and suffix, the sum of damage per second is dealt over the sum of durations or over 255 frames (10.2 secs), whichever is less.
The 255 frames cap of 1.09 and before explains 290 (pre 1.10 toxic sc of anthrax) and 383 charms (pre 1.10 pestilent sc/lc of anthrax).

Wow, that's a very accurate answer. Thanks both of you (gotta reread both posts once or twice, just to make sure everything is clear to me  ).
Just a question, where does this weird 10.24 multiplier come from  ?

You mean why does the damage per second seem to be multiplied by 10.2 with respect to 290s and 383s ? Because in 1.09 and before, poison duration was capped at 255 frames=10.2 seconds, as I wrote :wink3:. Since 1.10, no more 290s and 383s have been generated anymore - except by duping, of course
