IN HC, can a HOZ or SS drop while doing HELL Meph. runs at LVL 78?

Character lvl does not decide the dropps, only the monster lvl. hope this was clear enough?

As this is about HC, it might be worth knowing that nightmare Meph can drop a HoZ with a rather good chance as well. Nightmare Meph is generally good at dropping a lot of stuff (no shakos and Stormshields, however).
