Does a 40 15 jewel help a smiter? obviously the 15 ias is good but does the 40 ed actually go to smite dmg?

only if it's socketed in the armor/helm/shield

In other words:15 ias will help regardless where you will socket the jewel.The ed won't matter only if you socket the weapon itself.
