I noticed when I put Frosties on my Din it doesn't increase 40%, but a little less. I suppose it doesn't take + Mana from items into account?

I'm confused here also.

Arreat summit says it should only raise your base mana by 40%.

But I tested equipping/unequipping shard and it pinged up and down by 70 a time, suggesting that it does take into account gear.

:undecided:

Maybe Blizzard employees were 'under the influence' when they made this mod?

Here is what I have found through a little research:

for life skils, like BO, the skills give a +X% boost. So 120 would be +120%, so you have a total of 220% of your starting life (since, by definition, you noramlly have 100% of your starting life). If you have two such boni, the +120% and +120% would add to +240%, giving you a total of 340% of your starting life. All +%life boni add.

(Note that the +%life boni do not affect life from +life/clvl, +vitality, or +vitality/clvl, so you might be getting less life than expected).

Life gained through +Vitality (or +Life_per_level) is not multiplied by +life%, but regular +HP is. It works the same way for mana/energy.

I am not positive the + to mana/life calculation is the same for items and skills. We may want to ask RTB.

In resume, it does apply to Mana obtained by +X to mana items, but not by +X to Energy ones. Interesting. That's useful to know...
