I'm a skellymancer with base dex, so my question is. Is Homunculus. H-o-m-u-n-c-u-l-u-s. Homunculus still the best shield for me?

Yes. That thing is incredible! Great boosts to curses and skills, if I'm not mistaken, mana regen and plus mana after kill, and perfect blocking. And if you're not going for blocking, it still has terrific resists. Plug a diamond or an Um in that and voila! Half your resistance problems down the drain.

Some will insist that Splendor made in a head with 3 SM and 3 RS will be better, and it certainly will make for better skeletons. Unfortunately, a 3SM/3RS head is damn near impossible to find. So yeah. Stick to the Homunculus. H-o-m-u-n-c-u-l-u-s. Loving.
