What are the highest runes you can get in NM and Hell?

I think it is Gul on Hell difficulty. There is some overlap between NM and Hell.

Does your character level effect the drop? I pulled an um out of nme last night with my low 60's hammerdin never gotten that high in nme before.

Level doesn't matter.

CLvl doesn't matter.
Player count doesn't matter (but keep in mind that no matter how many players get the quest, there is only one rune)
MF doesn't matter. Goldfind doesn't matter. Damage doesn't matter. Time of day doesn't matter. Whether your grandparents are still around doesn't matter.

So, nothing matters :-)

The chance for each rune is 1:11, always.

I have noticed while playing on ladder that drops are always better than when I played NL. I have gotten 3-ums Ist and Gul from nme and hell drops in uswest ladder so far. when I played NL I never even got an um. Maybe just coincidence. I also played NL in .09 and .10 I haven't played NL in .11

I have noticed while playing on ladder that drops are always better than when I played NLIt's called probability and coincidence. The Forge drops have an equal chance regardless of Ladder/NL status.
