Chain Lightning - FCR or IAS?

OK, is Chain Lightning IAS or FCR based? I just couldn't tell the difference.

Also, what's that fastest breakpoint available? I mean, how fast is the fastest Chain Lightning cast time and how much FCR/IAS do I need to get that?

Also, are they the same for both CL and Lightning?

its based on FCR

in 1.09 and before it was based on IAS but 1.10 changed that

OMG when did that guide show up over there!? That's the best freakin' guide I've read, and I've read A LOT of them!!! :prop: And I don't just mean for Lightning Sorcs, I mean overall!
