does anyone ever use this skill? and is there any amount of ias that would make this attack as fast and deadly as zeal? i was thinking a botd phase bade with 60 ias, highlords with 20, loh gloves with 20, and maybe some somewher elase,, would that make the attack on this skill viable? or would it be a build that wouldn't make it in hell? thanks

A pally that uses Vengeance is called an Avenger. Due to the mechanics of the skills, Vengeance will NEVER come close to the speed of Zeal. If you want to use Vengeance, go with Conviction as your aura.

and never, ever, ever make a BoTD in a phase blade

Use grief phase, the damage per swing with it can get 18k+ with other godly items. An botd phase blade won't get 170 max damage lol.

Never use grief phase with vengeance. +dmg mod of grief is ignored by vengeance.

Vengeance has the speed of normal melee attack. The maximum you can reach is 8fpa with loats of gear compromise. The beauty of that skill is the amount of elemental damage it addss with each hit. Combined with conviction aura which lowers the defense and resistances (lower res=more ele damage) of enemies it is quite effective. Avengers can cut it through hell.
