Question about Wisendraw Bow

Here are the stats for the item:

Fires Slvl 5 Magic Arrows or Bolts
+30 to Mana
20% Increased Attack Speed
Cold Resist +26%
+50-100 to Attack Rating
+70-80% Enhanced Damage
+15 to Energy
-(20 - 35)% Enemy Cold Resistance

Say this item was being used by my merc. Would the items Cold Resistance have any influence on the ultimate damage of my frozen orb sorc?

The -resistance on that bow will only apply to the wielder's attacks. In this case, your merc. If you're merc used cold arrow, it would treat the target as though it had 20-30% less cold resistance, as long as the target isn't cold immune already. Also note that the minus resisistance on that bow cannot break immunities.

Why can't it break immunities? I thought -res affected immunes at 50% effectiveness or some such.

The property "-[amt]% to Enemy [foo] Resistance" only works on monsters not immune to [foo]. The sorceress skill 'Cold Mastery' functions in exactly the same way.

The ONLY things that can break immunities are 'Lower Resist', 'Conviction', 'Amplify Damage', and 'Decrepify'. When these are faced with an immunity, they work at 20% strength (even once they've broken through). Once one of the above skills has broken through an immunity, any "-[amt]% to Enemy [foo] Resistance" mod will work at full power.

The four skills he listed can only break certain immunities:

Lower Resist - Fire/Cold/Lightning/Poison
Conviction - Cold/Fire/Lightning
Amplify Damage - Physical Resist (-100%)
Decrepify - Physical Resist (-50%)
