Upgrading Question

I want to upgrade my hotspur boots to elite type, but before I do, I want to know if the enhanced defense will matter when upgrading? For example; would a 20%ed hotspur get a higher def then a 10%ed after upgrading? I think it does, but I want to make sure. Thanks

10% is less than 20% so, yes. But the base will still be rerolled.

What I mean is when its upgraded to exception it will have a base of 25-35 def, but will the 10 or 20%ed add to that base or will that mod not be effected?

Yes it does :D. I have an elite 20% HotSpur on NL (self-made from previous L). It's definitely worth it. I use it on my PVP'er in combination with Dwarf Star (bye bye fire sorcs :p).
