I know if you use the Socket recipie in teh cube the # of sockets is random correct??

and lazaruk is supposed to ut X# of sockets based on teh weapon. I know if I find a clean vortex shield in Hell that he will always give it 4 sockets..

is the # os sockets it will always get from lazaruk based on the monster level that dropped it or the Item level.. For example lets say I take a crown shield from normal.. which has a low ILVL.. what if I upped that shield untill it was a vortex shield.. Would it count as if I got it in hell and still get the max # of sockets. I know the max for this shield is 4.

if u use the cube recipe, the number of sockets will be random.

larz will give the max sockets the shield can get if u found it at a high enough lvl that that monsters are.

u can't up any white or grey items. only items that can be up'd are rares as well as uniques. (not too sure on blue items right now but i'm sure someone will know here)

When a monster drops an item, it's ilvl = the monster's mlvl. ilvl is an internal property this is not affected by Upping. #of Sockets from Larzuk is based solely on ilvl. For your question though, as gorash said, this is a moot point because you can't up white items. I just wanted to post a clarification of ilvl and mlvl.
