How is this determined. Is it a set amount based on the shield used? Is is based on DEF of the shield. EI if the shield is SUPERIOR and has +15% ED. Does that affect smite damage on the base of the shield?

the base shield will tell what the smite dmg will be. it shows what the dmg will be when used on a paladin. the dmg will rise when a exceptional type shield is up'd and such.
its not based on the def of the shield. also not based if the shield is sup or has more ed.

Take a look over here:
http://www.battle.net/diablo2exp/items/elite/paladinshields.shtml

Under the "Paladin Smite Damage" column, the damage of each shield is listed. From there, it's the same as with the damage of any weapon.
