What determines whether or not and most importantly how long someone gets frozen / has a cold effect for?
And, is it true that as long as you have a little bit of cold damage, more cold damage wouldn't contribute to the duration/chance of your enemy having the cold effect.

I don't have all the info, but here's what i can give:
-In nightmare difficulty, cold length is like 1/2 of what it is in normal, and hell is 1/4 i think.
-it can be reduced by the affix half cold duration, i see it on jewellery sometimes
-i'm not sure what the length is like when you have cold damage on a weapon or charm, but on certain spells it tells you how long the monster is chilled for (keep in mind the penalty for higher difficulties is added later)

Cold damage and duration stacks. That's why some people recommend a lot of cold small charms for FA zon (the damage xfers over to FA too).

Are you sure? Since I tested it out by removing all my cold attacks to only 1-2 cold damage and it seemed like the monsters still were chilled the same amount of time... or maybe it has to do with chance they get cold, not duration?

That was what I heard from the zon forum. The zon forum people also said that each charm has 1 second length (in normal).
What attack are you using? If it is frozen orb or something like that (very different from FA)......, then obviously not.

Since I tested it out by removing all my cold attacks to only 1-2 cold damage and it seemed like the monsters still were chilled the same amount of time... or maybe it has to do with chance they get cold, not duration?You have to consider that 1 cold sc adds 1 second duration in normal and 0.25 sec duration in hell so you'd need quite a bit of them to notice the diffrence. Furthermore, I believe monsters with cold resistances have their chill durations cut by their resist %. Still, it's worth using them, particularly on chars with fast attacks like bowzons, frenzy barbs...
Cold dmg scs don't work with spells however; much like psn scs don't work with necros poison nova.

For your chill length, did you have any other gear that granted cold damage? Different items have different chill lengths associated with their cold damage. Specifically, an eye of etlich can spawn with a range of chill lengths. For charms, each cold affix adds 1 second cold length, so if you have a charm with a cold prefix and a cold suffix, you'd get 2 seconds of cold length.
