Either WW or Frenzy.

make sure you put 1 pt on berserk,it will let you kill when you are cursed with iron maiden, and it will also let you kill phys immunes.

I've never seen much use of single-attack skills utilizing two single-handed weapons. You could theorize two Bloodletters boost the damage and, in some small way, attack rating for Whirlwinders, but since WW distributes each weapon equally (it doesn't swing twice as often) the effect is the same as wearing one. Only +skills would be worth stacking if not using weapons that diametrically oppose each other, i.e. a Bloodletter and another weapon with huge mana leech, similar damage and equal bonuses to Sword Mastery and WW. Even then, however, you'd have to think what two weapons take away and replace that somehow.

For instance, with lower defense and no the ability to block you'd need much higher attack rating to ensure you'll land more blows and steal more life to counter the damage you'll be taking while whirling through enemies (you can't use potions), not just defense on the weapon, as some have - though not at the level of true armor. You'll want higher leech overall to make sure, but weapons only apply leech to their own attack, so this effects gear other than just weapons. In short you'd have to make the build specifically for dual-wielding, which is much harder with non-dual weapon skills and still doesn't make up for those intangibles.

Skills like Double Swing, Double Throw and Frenzy are ideally made for that concept, without needing to find replacements for what you lack. Higher attack rating isn't necessary since, with Frenzy, you attack more often, giving more chances to land a blow. Also, should you start being beaten down, you can walk away due to the six-second charge-up without having your defense zeroed. The rest may depend on what direction you want to go and gear you plan on using. If you want speed outright, swords (like Crainte Vomir) and a non-synergized Frenzy with non-synergized Warcry with a cold Rogue wearing Harmony would do the trick, whereas damage builds with non-ranged weapons would probably prefer Axe Mastery and fully synergized Frenzy, though I'd still keep my Ice Wolf with him (this build is my mega-MF boss killer).

Wrong. 2 weapons swing twice as often except for the first hitcheck.

When did this start happening?

No idea how it worked prior to 1.10, but this is how it works in 1.1x.

...because I seem to remember being told, in Statistics, the only action was switching weapons as attacks like Bash, Stun, Concentrate, Berserk... even Leap Attack and normal attack. That was some time ago, but it definitely stuck in my skull. I still think, however, that due to the prohibition of using potions during the whirl that losing blocking and any additional defense is just too dangerous to risk when not wearing incredible gear (read non-ladder). Seeing as I use single axes for Stun/Bash and maces for Concentrate I feel Whirlwind is ideal for single swords (Bloodletter, exceptional and upgraded, and a great two-hander), especially if WW, Shout, Battle Orders, Battle Command and Sword Mastery are part of the ideal dueling build.
