I was reading the 'Why do the Fury Werewolf Guides suck? (http://forums.diabloii.net/showthread.php?t=410627)' thread and noticed this little bit of text..

IAS does not work on anything other than weapons for you hapless druids out there.
So bloodfists and laying of hands are all useless to you. Pay for the pair of dracs when they come your way.

Does this include IAS Jewels in armor? Cause if this is true, I need to unsocket my Cerberus :(

Yes, OIAS does work for Druids in Wereform. The only thing is, it only has an effective impact at slower FPAs. At faster FPAs, you need insane/impossible amounts of OIAS to hit a new breakpoint, and for the most case OIAS at faster FPAs makes no difference.

Meaning once you start hitting at 6 FPA or 5 FPA, OIAS is essentially useless. But at 14 FPA, sufficient OIAS will bump you to 13 FPA.

IAS sources from any piece of equipment other than Weapon and Auras will pretty much contribute the same way, so if you're hitting pretty fast, any IAS Jewels in your Helm, Armour, etc. is useless. You most likely will have to unsocket your Cerebus' Bite.

And Bloodfist and LoH are not useless. The fact that they have IAS doesn't make them useless - they have other mods on them as well, you know. Bloodfist provides a good source of FHR and Life and are the Gloves of choice for non-BM dueling. LoH = gg Demons in PvM.

If you're playing like a normal Fury werewolf, you'd probably not want more than -95 on your (WSM - IAS). Six Shael PB is (-30 - 6*20 IAS) = -150 which is 55% IAS too much.

Your best bet is probably a three ED/IAS + Lo Griswold's which is spot on the -95 mark. This is probably the best way to get 4 frame Fury attacks for a reasonable price.

And, oh yeah, Bloodfist are really a good pair of gloves with the life and FHR, by the way. I've been using bloodfist lots of times - both PvP and PvM. :)

Ah, I didn't know that. However, I'm not building a Fury Druid, I am making a Rabies + Fire Claws hybrid with one point in fury for running bosses.

Ah, ok. In that case, go with 110% IAS Phase Blade, which is exactly the breakpoint for 4 FPA Rabies and 5 FPA Fireclaws. You'll get the benefit of two IAS jewels instead of plain ol' Shael runes. My PvP druid used 2x AR/IAS runes in his PB.

So that'll be 4Shaels and 2IAS jewels? I don't have any IAS jewels that have a second attribute, so would 5 Shaels and an Eth be a good substitute?

Well, as you need 110% IAS to reach over the breakpoint, 5 Shaels isn't quite enough. (5 x 20% < 110%, remember?) :)
