My windy: SS or Spirit?

Mostly fo PvM, perhaps sporadic PvP, should my windy use SS (so that i can viably achieve max block) or Spirit Monarch (for the +2 skills, fcr etc..)????

Any advice would be greatly appreciated

In PVM you do not need block at all and spirit/vita route should do well. Although, if you choose to dabble in the PVP arena then max block with SS will be needed and you can use spirit for class specific castr duels, etc.
