is the last breakpoint worth it ? i can do it with a vipermagi and have max block too. i just don't know the difference between 10 and 11 frames, anyone know how big it is ?

It's noticable but not worth it if it's for PvM. High FCR isn't needed.

In PvP, wind druids don't use vipermagis.

So the answer is no.

2 ways to get 163 fcr imo

163/99 (fcr/fhr)
163/174 (fcr/fhr) (this i use)

the 163/99 is pretty easy to obtain:
helm: +2 druid 20 fcr
armor: enigma mage/scarab
weapon: hoto flail
shield: spirit 35%
gloves: magefist
belt: arachnid
boots: eth sands (20 fhr)
rings: 1 soj + 1* 10 fcr ring
amulet: +2 drood 19-20 fcr (i realy advise 19% fcr)
GC: 1* ele fhr

this will give you 164 fcr (the 1 extra you will need in DVD)

the 163/174 is more difficult to obtain:
helm: +2 druid 20 fcr 2 sox (2 shael) (20 fcr) (40 fhr)
armor: enigma
weapon: wizzy (50 fcr)
shield: spirit 35 (35% fcr/55% fhr)
gloves: bloodfist (30 fhr)
belt: arach (20 fcr)
boots: eth sands (20 fhr)
rings: 2* 10 fcr (20 fcr)
amulet: +2 drood 19 fcr (19 fcr)
Gc: 3* ele fhr

some of the stuff between is not cheap!
in pvm 99/99 (fcr/fhr) is more then enough the last obtainable bp's are only good for pvp as you dont have max block with spirit nor max dr witch is important in pvm
