I have 20 points into Raise Skeleton and Skeleton Mastery and 1 point in amp damage, what do you suggest I do next, I play hardcore and I have no good items.

i would say max corps explosion for pk. skele can not deliver the final blow to your opponent neither golem. So max it for sake of increase in radius.I do not recommend maxing golem at all, my fire golem at lvl 28 did less than 1k fire damage, just put 1 point in golem of your choice preferably clay golem.
if you are pvm and your mercenary can not kill very well even in blood more max nova and synergy. I do not recommend skele magi if you do not have enigma. they block doorways and you have to run around in order to free your skele worrier. All that running might get you killed.

Mastery, warriors, mages. Then, like, five points in explosion and amp damage. I didn't put more than that and my radius was fine with my +skill items. Most people go bigger, I didn't feel I had to.
I dropped a few points into revive so I could surround myself with a solid 40 minions.

I was thinking the same thing, Dim Vision is killer for hardcore, especially when maxed. And doubly so when you are at a lack for decent items.

CE is a given, I think. Especially on the harder difficulties, it can be an absolute beast.
I strongly advocate putting at least one point in decrepify. Not everyone is of the same mind, but for me, it's the ultimate boss killer, and combined with your clay golem's slow effect (only one point needed there too!) bosses can be reduced so far in speed that they almost become a non-issue. As low as one attack per 3-5 seconds I've seen, in addition to being totally unable to chase you around (duriel) and taking amplified damage.
