Tal's str requirements

How much str does a sorc need to wear tal's armor? I looked in the thin and it says -50 requirements for the set so is it - that of the requirement?

Tal's armor requires 84 strength. The -50% requirement applies to any str/dex requirement on that particular item.

I think Arreat Summit is wrong though, for some reason all my Guardianships have 83 Strength. :scratch:
