pvp wolf or bear?

can some1 help me build a godly pvp druid? i am kinda leaning towards makin a wolf, but is bear better? i DONT want to be a FC druid.
i know i gotta max:

fort or 160/60 max of whale

5 bo cta + spirit on switch
anni torch
fhr sc's

for stats should i glitch him or not?
i was think alot in dex (200)
minimal in str (50)
rest in vita

or did i do something wrong in this build?

Definately wolf for pvp.

Wolf if you want to be competitive.

Usually oak sage is better than heart of wolverine for wolves.

If you intend to go against melee, use the BotD berserker axe(grief if you can afford it) and stormshield. Against casters etc, BotD great poleaxe or tombreaver.

Jalal's is more well rounded than Cerebus. Cerebus is more for melee vs melee chars with attack rating and open wounds and Jalals has all the resists, fhr and stats that are good for all round dueling.

Upgrading the gores is a bit of a waste since wolves have crappy defence anyway.

You only need 42 fhr for 4 frame hit recovery, next breakpoint is at 86.
