should I upgrade these weps?

First one is a military pick with 27xed and fools mod. Is this worth upgrading to a war spike? and if it is wat would this wep be good for?
Second is a balanced axe with 300ed and 30 ias.

The military pick probably isn't worth it. There are much better items that are cheaper than the runes you'd spend on it. I would upgrade the balanced axe, but that's only because I have a throwing barb that looks cool with axes.

I would upgrade neither. Uniques simply outshine them.

rare weaps are not worthy to upgrade to elite.
go looking some elite unique weapons, mods there are far beyond.

the only worthy item i found to upg to elite was a rare chainmail dropped by normal baal.

Rare weapons that are worth upgrading should have but not limited to the following mods

3xx ed
fools mod
LL/ (ML is optional)
eth
sockets (optional, if you have to use quest I think you only get 1 socket on a rare)

some exceptions to that would be
a crystal sword or dim blade
2xx ed (this being the key to being different than above)
fools mod
LL
eth
sockets (optional)

The reason for this one is because when you upgrade it to a phase blade you get an indestructable eth item. I have seen a few of these guys go for 3+ high runes. I even saw one trade for a tyreals.

Armors, well there is no instance that I can think of to upgrade an armor.
Gloves, a rare with java, passive skills 20ias, LL, ML, would be ok to upgrade if you wanted or needed the extra def, but really not much reason to upgrade them.
Boots, tri-resist with frw, or any good supporting mods, same as the gloves
Helms, no reason to upgrade any unless you need the def
Shields, cant think of any rare that would be worth keeping, a jewelers shield of deflecting, is about the only shield worth using that is not either unique, set, or runeworded.

yes, you are right with the eth dim blade, they could be good...but otherwise, i think id go for crescent moon instead of uping to elite...
300ed is better than 220 from CM, but you are missing ITD, and static (which is WONDERFUL)...CM has no leech but normally you have no problems in getting that from rest of gear.

so, rare weaps COULD be uped, but its very unusual to have a worthy candidate which could best uniques or rune words...itd extremely cool to find one of those rares, because they are so 'unique', there are not 2 of the same, its cool to personalize them.

rare helms/gloves/belt/shields are not worhy to upgd to elite...boots (greaves) could be, for kickers...body armor is worthy, IMO, the one ive described sounds good enough to me as to sacrifice pul+ko (it reaches 1495 def, quite good)

For rares, you can also wait untill the ladder is over, because on nonladder runes like pul and ko are not worth so much and the rare upgrading works also on nonladder.
