why can't i get ancients or baal quest

i am a level 20 character who's finished through the first quest of hell act 5(i got rushed). but for some reason when others help me get the hell ancients quest, or baal quest i can't get it. it just says you need to join or start new game everytime we finish. what's going on??? do i not meet some sort of level requirement? i think someone online said i need to chaos hell or something, what does that mean? i have already got the hell diablo quest. do i need to be at level 25 or something?

You can only solve a quest if the creator of the game hasn't solved it as well. In addition, if somebody completed the quest while he wasn't in your party (the one who dealt the final blow), you won't get it completed as well. Perhaps that's the reason.

Normally you can even stay in town while others solve the quest, as long as somebody is present at the scene who hasn't solved the quest as well.

The Ancients quest has a level requirement of 20/40/60 in normal/nightmare/hell, but that's obviously not the reason here.

how did i get nightmare quests if i was only level 20?

yes, those people who dealt the final blow was in my party

and i was at the secene when they killed the ancients,

Did you explicitely check the quest window in nightmare ? I'm sure you can't solve the nightmare and hell Ancients quest before L40 or 60, respectively, but you can get the Baal quest solved without solving the Ancients quest (which will prevent you to enter the Worldstone Keep), e.g. by staying in town while Baal gets killed and somebody else is present there who hasn't solved the quest as well. That might be the reason why you think the nightmare Ancients quest has been solved. Regard it as good news because you will get a level or a fixed amount of XP (whichever is less) as soon as you kill them in nightmare - at L40 or later.

i think this is what happened correct me if i'm wrong:

i finished normal and nightmare using the glitch grush, but now im not allowed to finish hell quests because i haven't met the requirements and grush doesn't work in hell???

Glitch rushes also work in hell mode. I have a few L1 patriarchs, as I have a dummy in the game for the extra HF drop (and to have mules who can go onto any act of any difficulty level) when I'm questing with my real charaters. You just have to do them as explained.
