Is there anything I need improvement on?

Stormshield is a vastly superior shield; sure, Phoenix gives damage, but it's nearly impossible to obtain max block with it without gimping your character's other stats, and Storm has that beautiful 35% DR and +30 str, along with a socket for you to do what you will with.

Speaking of sockets, the 40/15 in your Arreat's isn't doing anything for you, as ed/max jewels do not function properly in armor/helms/shields.

I assume this build is for PvM, in which case the angelics are pointless; Highlord's is a better amulet, and any other ring (raven or BK, preferably) would fill the other slot. Charm-wise, you're missing Annihilus/Torch, and more fine/vitas never hurts.

As it stands, you are only hitting 11 frames per second, which is very slow indeed. Berserker axes need 75% ias to get to 10 frames, 125% for 9. You only have 60%, so you either need Highlord's, or you need to socket something with an ed/ias jewel. To get to 9, you'd need to socket both the helm and shield, switch the amulet to highlord's, and the gloves to something with IAS on them.

What are your base stats? Using Phoenix, you seem to have too much dex. Not using Phoenix, you don't have enough.

Base Str = Strength Req of heaviest item - all strength from other items.

Base Dex =

(using stormshield) Enough dex invested to maintain 75% block each level (you can check this total by hovering over your defense rating in the status screen). For the maximum amount you will need at level 99, it's 222 - all dex from gear.

(not using stormshield) Enough dex to meet the requirement of your weapon, -dex from all other gear.

So if my level is low 90's, how much dex will i need for max block?

Dex for 75% blocking = 15 + (150 * clvl / Shield Block Rate), rounded up.

So, with stormshield (72%) at level 90, you'd need 203.
